of pilots or payment of pilotage fees (b) the

Japanese authorities would agree to a reduction

of not less than 30 in pilotage fees (c) the

British authorities would agree that this new

scale would only ome into force if and when

a supplementary cargo agreement was concluded,

and (d) thereupon the new scale of fees would

be retrospective as from 1st August 1940.

In conclusion I am to inform you that Mr.

Churchill would be grateful to receive your

observations on th se proposals as soon as may

be convenient.
